Based on the provisions of the National Energy Strategy and by implementing the Lithuanian Housing Strategy and measures for the implementation of the Lithuanian Housing Strategy for 2004–2006, the Government adopted the Programme for the Modernisation of Multi-family Buildings, which started in 2005. Its principal aim is to help the owners of flats in multi-family buildings to modernise their housing stock and to increase efficiency of energy use, to reduce heating expenses and ensure favourable conditions for low income residents to modernise their apartments in prefabricated buildings.

State support depends on implemented energy efficiency measures (15%-30%-50%), families with low income are also supported by the state.
