Poland

According latest statistics (2007), Poland has around 38.11 Million inhabitants and the number of flats currently amounts to 13 Million. This means there is a rate of around 341 flats per 1000 inhabitants, which shows that Poland still has the highest housing deficit among the BEEN countries, currently estimated at around 1.5 million flats.

Ownership rate (incl. cooperative ownership): ~ 80 %

In contrast to the three Baltic BEEN partner countries, privatisation in Poland has been executed more gradually. One reason for this may be the high proportion of cooperative housing. In the meantime, due to another “privatisation wave” during the past years in the municipal and cooperative housing stock, the privatisation rate amounts to approx. 80 %. Individual ownership prevails in Poland (~ 60 %), followed by cooperative ownership (~20%).

Relevant Polish institutions responsible for housing and energy related issues are the Ministry for Infrastructure and the National Economy Bank. Furthermore, energy agencies like National Energy Conservation Agency play an important role in the promotion of energy efficiency in the Polish housing stock.

The key instrument to support energy efficient refurbishment of residential buildings in Poland is the Thermal Modernisation Fund.
