Legislation for housing sector and refurbishment of the multi-family buildings in Latvia

Concept for Improvement of the Legislation Base and Institutional Structure in the Field of Housing and Rent
On September 4, 2001, the Government adopted the Concept for Improvement of the Legislation Base and Institutional Structure in the Field of Housing and Rent (The Concept).

The Concept states that the duty of the apartment owner is to participate in decision making on important housing maintenance issues and the possibilities of securing owners’ liability in the case of borrowing. Furthermore, the concept clarifies the responsibility of the apartment owner for covering all expenditures for the maintenance and renewal of the house.

State support program for promotion of apartment houses renovation
On May 15, 2007, the Government adopted the State support program for promotion of apartment houses renovation, adressed to dwelling owners association or other authorised person (in apartment houses (built up from 1945. – 1990).

Program purposes are to stimulate renovation of privatized apartment houses, to promote energy efficiency and create preconditions for further social integration of society (dwelling owners will take decisions on apartment house managing commonly).

National Energy Efficiency Action Plan (NEEAP)
Already in June 2007 the Latvian Government approved the Development of Action Plan. Here the following measures for improvement of energy efficiency in housing sector are foreseen:

National Energy Efficiency Action Plan (NEEAP) were adopted by government on 13. May, 2008. It covers 5 branches (households, services,  industry, transport, agriculture) and also shows EE horizontal and cross-border measures and stresses an exemplary role of public sector.
