According latest statistics (2007), Latvia has around 2.27 Million inhabitants and the number of flats currently amounts to 1.03 Million.

Accordingly, there is a rate of around 453 flats per 1000 inhabitants.

According to the Central Statistical Bureau, about 85 % of Latvian housing will be private property by the end of the privatisation process and municipalities will maintain only 15% of the housing as rental or social housing.

Relevant Latvian institutions responsible for housing and energy related issues are the Ministry of Regional Development and Local Governments, the Housing Agency, the Building Department of Ministry of Economy and the Latvian Investment and Development Agency.
