Housing and Urban Development Agency (before - Housing Advisory Agency) was established in 2001 on the basis of five regional advisory centres, which were created to support homeowners participating in the Energy Efficiency Housing Pilot (ETB) Project.
The main task of the Housing and Urban Development Agency is preparation and implementation of the programs foreseen by the Lithuanian Housing Strategy, assistance to the Ministry of Environment and other Governmental institutions on the housing issues.
Housing and Urban Development Agency provides support to municipalities, building administration and maintenance companies, home owners and their established home owners associations with organization of building maintenance and implementation of building renewable projects.
Since 1997, staff of the Housing and Urban Development Agency conducted over 200 energy audits and investment proposals of residential buildings. In an attempt to evaluate feasibility of investments in energy efficiency the Housing and Urban Development Agency also conducted technical and social monitoring of 100 building renovation projects implemented in the framework of the ETB Project. The Agency also performed pilot Energy Performance Certification of 50 residential buildings as a part of the Danish Energy Authority funded project.
