EU Commission publishes the new Energy Efficiency Plan

On 8th March 2011, the European Commission (EC) published the Energy Efficiency Plan (EEP) 2011, which concentrates on the building and transport sectors. As the building sector has the biggest energy saving potential, the Commission has developed an action plan to promote the refurbishment of the public and private buildings. Since the EC would like to give the leading role in the hands of the public sector, the majority of measures listed in the Energy Efficiency Plan (EEP) are for the public sector. Among others, the EC proposes the following measures to increase energy efficiency in buildings:

  • demand the high energy efficiency standards when purchasing goods, services and works;
  • expand the energy performance contracting;
  • increase refurbishment rate up to 3%;
  • further promote the Covenant of Mayors;
  • launch new Smart Cities and Smart Communities Initiative.

In order to implement all measures foreseen in EEP, the Commission has to pass several new legislations. The EC intends to revise the Energy Services Directive and the Directive on the promotion of cogeneration based on a useful heat demand in the internal energy market. In the determination of the next EU budget, the Commission will present a Communication to promote the financing of energy efficiency measures. In this document the existing financing instruments will be evaluated and new instruments proposed.
